2023 Bond Campaign

Liberty Hill ISD

In May 2023, we helped Liberty Hill ISD successfully pass a $471.1 million bond. Despite a narrow win in the 2021 bond, indicating potential community disengagement or demographic shifts, the district faced substantial growth in housing and student population, necessitating strategic educational infrastructure planning. Our approach was rooted in the district’s vision and mission, ensuring the campaign preserved the small-town feel cherished by the community.

Our specialized and adaptive strategy, frequent coordination with district staff, and purposeful actions ensured alignment with the district’s goals and community expectations. The result was a significant victory, with the bond passing by nearly 78%, the highest approval rate for any state bond election over $400 million in Texas that year.

Long Range Planning Committee

Liberty Hill ISD's bond proposal was developed by a reconvened Long-Range Planning Committee, initially formed in 2020 to address the district's rapid growth and facility needs. The committee expanded to over 90 diverse members, including parents, staff, and community leaders, who analyzed enrollment, school capacities, demographic projections, state funding processes, and district financial data. After months of thorough evaluation, the committee presented its recommendations to the LHISD Board of Trustees on February 6, 2023. Based on these recommendations, the Board called for a $471.1 million bond election, which went before voters on May 6, 2023.

Members of Liberty Hill ISD's Long Range Planning Committee had the opportunity to board a school bus to tour the 21 Bond@Work construction projects, land sites for future campuses, and new housing developments in our community. They experienced first-hand some of the completed projects as well as the progress of new additions at many of our campuses. The tour included a high-level look at future district growth, campus capacities, and future facility needs.

Branding & Messaging

We published fact-based articles in the local newspaper about the impact of the housing boom on schools and communicated through a dedicated bond website, social media, and branded materials.

Our team designed the bond website, signage, and collateral, and assisted the superintendent in establishing community connections through newsletters, meetings, and PTO/PPO partnerships. We leveraged social and print media to clearly illustrate the bond’s goals.

​​​​​​​Our marketing and communications plan emphasized community involvement, identifying key community members to build strong stakeholder relationships. Our messaging reassured the community that growth would not compromise character or traditions, promoting pride with the motto, “Together, We Are Building Champions.” This message was reinforced through yard signs, vehicle decals, and other branded items.
